32 new launches in 2027, the most since 2013: what the land behind them implies for prices

Roov · 2026-11-02

About 32 private housing projects are expected to launch in Singapore in 2027, with roughly 16,808 homes including executive condominiums (ECs). That is the count in Realion Group's 2027 market outlook, reported by The Edge Singapore. Leave out the ECs and it is about 14,800 homes, the most in a single year since 2013.

Most of these projects are on government land sold in the last 18 months, so Roov can say what each site's land price implies for its launch price. Here is the 2027 pipeline by region, with the numbers.

Where the homes are

Of the 14,800 non-EC homes, Realion puts:

• Suburbs (OCR): 8,424 homes, 57 per cent. These include One Chuan Grove (1,056 homes), Hougang Central (835), the freehold Loyang Valley redevelopment (1,249), and the Bayshore Drive and New Upper Changi Road sites. • City fringe (RCR): 3,434 homes. These include sites at Telok Blangah Road, Dover Drive, Berlayar Drive, Dorset Road, Tanjong Rhu Road, Kallang Close and Lorong Puntong. • Prime (CCR): 2,943 homes. These include Bukit Timah Road, the second Dunearn Road site, Peck Hay Road, Holland Plain, River Valley Green (Parcel C) and 8 Thomson Lane.

On top of these, five EC projects would add about 2,000 homes. It is the most suburban year in a while: the OCR share is up from about 36 per cent of launches in 2025, which matters most to HDB upgraders.

What the land says they will cost

Roov's land model adds construction, stamp duties, financing and a 20 per cent developer margin to each site's land price. At what developers paid, it points to these launch prices:

• Prime (CCR), five sites: from about $3,050 psf (Holland Plain, $1,491 psf ppr) to $3,620 (Peck Hay Road, $1,865). The middle of the five is about $3,415. • City fringe (RCR), seven sites: from about $2,800 psf (Telok Blangah Road, $1,326) to $3,240 (Lorong Puntong, $1,612). The middle is about $3,000. • Suburbs (OCR), seven sites: from about $2,400 psf (Upper Thomson Road Parcel A, $1,062) to $3,120 (New Upper Changi Road, $1,537). The middle is about $2,800.

Compare that with what new homes have sold for so far in 2026. In Roov's records of URA caveats, excluding ECs, the medians are about $3,155 psf in the CCR, $2,660 in the RCR and $2,390 in the OCR. On our model, the middle 2027 launch would be priced about 8 per cent above this year's prime median, 13 per cent above the city-fringe median and 17 per cent above the suburban one. The rise is biggest in the suburbs, where this year's sales still include projects on land bought much more cheaply.

A model is not a price list. A developer can price below it to sell fast, or above it if buyers will pay. Thomson Reserve did the second this weekend. It sold over 90 per cent at $2,900 psf, about 12 per cent above what its land implies. We set out the same logic for prime and suburban launches in $3,500 and $3,000 psf, and the latest prime land result in Orchard Boulevard's $1,755 psf ppr.

More completions too

Launches are not the only new supply. Realion, citing URA's pipeline at the end of the third quarter, expects about 8,868 private homes (excluding ECs) to be completed in 2027, up from 7,783 this year. Some of those owners will sell or rent out. That means more resale homes and rental units competing for the same buyers and tenants.

Realion's forecasts for 2027:

• New home sales of 9,500 to 11,500 units, up from an estimated 7,000 to 7,500 this year. • Overall private prices up 3 to 5 per cent. • Resale prices up a slower 2 to 4 per cent, as more sellers compete. • Interest rates likely to rise.

Roov's records show three-month SORA at about 1.30 per cent at the end of October, up from about 1.18 per cent at the start of the year. Our home loan rates guide explains how that feeds into your instalment.

So, for you

If you are an HDB upgrader, 2027 will offer more choice in the suburbs than any year in over a decade. But on this land, a 1,000 sq ft three-bedder at about $2,800 psf comes to about $2.8 million. Check what you can actually borrow with the affordability calculator, see what selling your flat frees up with the HDB sale proceeds tool, and read our guide to upgrading from HDB to private. If your household income qualifies, our EC guide covers the five EC launches.

If you are buying anyway, today's launches and resale homes stand on cheaper land than most of 2027's. Roov's resale versus new launch comparison shows whether waiting for choice is worth paying more for.

If you plan to sell a condo in 2027, you will compete with more completed homes, and possibly with a new launch down the road. The stay or sell tool shows what you would walk away with, and the market tool shows what your project has been selling for.

Roov's GLS tracker follows the government sites behind these launches, and shows each one's implied launch price the day it is awarded.
