If you want a flat in Tiong Bahru, near your parents in Queenstown, or a short walk from Toa Payoh hub, you will end up looking at flats built in the 1970s. On a 99-year lease, that means buying with about half the lease gone. Dollars and Sense set out the rules that change when you do. Roov's HDB records show what those rules do to the price.
How many people are doing it
In the twelve months to August 2026, 1,627 HDB flats resold with under 50 years left on the lease: about one sale in sixteen. Most were 3-room flats, 1,220 of them, at a median $363,000. The shortest lease sold was 39 years.
They are concentrated where the old estates are: Toa Payoh (350), Bukit Merah (244), Queenstown (226), Geylang (205), Kallang/Whampoa (199) and Marine Parade (115).
What the lease does to the price
Hold the location roughly steady by looking only at 3-room flats in mature towns, and the price falls step by step with the lease:
80 or more years left: median $730,000, or $1,030 psf. 60 to 69 years left: median $490,000, or $663 psf. 50 to 59 years left: median $440,000, or $583 psf. Under 50 years left: median $370,000, or $538 psf.
So a 3-room with under 50 years left costs about half as much per square foot as one with 80-plus in the same kind of town. Some of that is the building's age and condition, not the lease alone. But the direction is plain, and it keeps going: the same under-50 flats rose from $492 psf in 2023 to $550 in 2025, then slipped to $527 so far this year.
We saw the same force at work in Sengkang, where Rivervale's flats sell about 11 per cent below the rest of the town because their leases are ten years older. And in private property, our freehold vs 99-year study found that the lease left matters more than the word on the title.
The rules that change below 60 years
You may not be able to use all your CPF. You can use CPF in full only if the remaining lease covers the youngest buyer to age 95; otherwise the amount is pro-rated. A 35-year-old buying a flat with 50 years left is covered only to 85, so their CPF use is cut back. CPF's housing calculator shows the exact figure before you commit.
You may not be able to borrow as much. Banks lend less against older flats, and the loan limit also tightens when the tenure is long or runs past retirement age. On a short lease that can mean more cash up front. Our guide to how much you can borrow explains how the limit is worked out.
Grants still apply, but may shrink. First-timers can still claim housing grants on an older resale flat, but the amount can be pro-rated when the lease does not cover you far enough into old age. Our HDB grants guide and the grants tool show what you would get.
Selling later is harder. Your buyer faces every one of these limits, with five more years gone after your minimum occupation period. A thinner pool of buyers usually means a longer sale or a lower price.
The Lease Buyback Scheme may be out of reach. It needs you to be 65 or older with at least 20 years of lease left. Buy at 40 with 48 years left, and at 65 there will be 23 left: just inside today's rule, with no margin if the rule moves.
Redevelopment is now voluntary. The Government said in August 2025 that it would focus on the Voluntary Early Redevelopment Scheme rather than further SERS projects, Dollars and Sense notes. VERS starts in the early 2030s for flats that reach 70 years, and its terms are not yet known. Treat any hope of an early buyout as unpriced.
When an older flat still makes sense
For a buyer who wants a particular location, pays with cash rather than CPF, and plans to live there for the long run, an older flat can be the only way into an estate at a price that works. The discount is real. The trade is that you are buying fewer years of home and fewer options at the end of them.
